This thunderstorm testbed will be established in a collaboration between the Minister of Earth Science , Indian Meterological Department (IMD) , Defense Research & Development organization ( DRDO) , Indian Space Research Organization ( ISRO) .
The IMD, DRDO, ISRO already have their units in Balasore.
Observation will be set up to cater to nearby area and studies on thunderstorm will be conducted on the testbed.

It is similar to the launch pad and missile test platform for the Meterological department.
The indian Meterological Department is also in talks to sep up a launch pad near Bhopal, capital of Madhya pradesh for research on monsoons.
Both the projects are in planning stage and detailed project reports are being made.
The dicision was taken by the IMD in wake of huge loss of life due to thunder and lightning between April and June every year.
The state has lost 3,218 lives to lightning strikes in nine years till 2019-20.
The Director general of Meterological department ( IMD) Mrutynjay Mahaptra said:
More than 350 people are killed on average in lightning strikes in Odisha every year.
Over 400 people were killed in lighting strikes in 2016 -17 while 470 lives were lost in 2017 -18 and 334 in 2018-19.
